We are seeking an experienced and driven Principal Quantity Surveyor / Commercial Manager to take accountability for pre-contract and commercial delivery across our civil and electrical engineering works. This key role involves preparing tender and contract documentation, establishing and validating client requirements, and driving high-quality presentations to senior stakeholders for approval. You will work closely with the Infrastructure & Design Manager and project teams to ensure robust cost planning, contractual compliance, and effective risk management, while leading the commercial function to deliver exceptional results aligned with our business plan.
Key Responsibilities :
  • Prepare tender and contract documents for civil and electrical engineering projects, ensuring bills of quantities and cost analysis are produced accurately and on time.
  • Establish and confirm client requirements in collaboration with Project Management and Design Teams.
  • Drive presentations to senior leadership for formal approval.
  • Manage the delivery of pre-contract services, formulating cost plans and ensuring consistent budgeting with the commercial team.
  • Select, administer, and manage contractual arrangements, including efficient handling of variations.
  • Partner with delivery teams to understand project requirements and oversee all aspects of contract management and administration.
  • Produce monthly performance reports against key measures, targets, risks, and opportunities.
  • Work with the Infrastructure & Design Manager to interpret pre-contract risks and assess potential impacts on bids.
  • Forecast and control project spend under NEC Professional Services Contracts in the utilities sector.
  • Lead supply chain tender evaluations, ensuring cost-effective solutions align with business objectives.
  • Drive continuous improvement in commercial practices, processes, and strategy.
  • Manage commercial business processes and lead a team of Estimators and/or Junior Quantity Surveyors.
  • Maintain high levels of health, safety, and customer service standards across all operations.
  • Develop strong supply chain management structures in collaboration with key internal stakeholders.
Requirements :
  • Proven experience working with NEC4 PSC and ECC Contracts.
  • Utilities or electrical QS industry background.
  • Strong communication skills, both written and verbal.
  • Analytical with the ability to interpret numerical data for reporting.
  • In-depth knowledge of construction contract terms, including NEC, IET, and JCT.
  • Demonstrable experience in cost reporting, forecasting, and managing high-value, multi-disciplinary projects.
  • Skilled in tender analysis and able to identify and address ambiguities.
  • Experience working with framework contracts.
  • Degree in Engineering or Quantity Surveying (minimum 5 years post-graduate experience preferred).
  • Chartered status with the RICS (or working towards equivalent professional qualification).
