V7 Recruitment is partnering with a leading organisation delivering large-scale mission-critical infrastructure projects to appoint an experienced Cost & Contract Manager (CCM) for a major data centre construction project.
This is a key site-based role responsible for leading and managing all cost, commercial, and contract management activities across the project lifecycle. The successful candidate will play a pivotal role in maintaining commercial control, managing change, supporting contract administration, and ensuring accurate financial reporting across complex workstreams.
The ideal candidate will bring strong experience in large-scale industrial, data centre, pharmaceutical, or commercial construction environments and be confident operating in high-pressure, fast-paced project settings.
Key Responsibilities
Contract Management
- Report to the senior commercial leadership team and provide day-to-day commercial support on site.
- Coordinate all upstream and downstream commercial activities across contractors and subcontractors.
- Act as the commercial interface between stakeholders, ensuring clear communication and reporting lines.
- Manage multiple subcontractor accounts across CSA and MEP packages.
- Lead change management meetings to drive commercial alignment and timely agreement of variations.
- Oversee planned and reactive commercial activities to ensure all quantity surveying and cost control deliverables are completed on schedule.
- Manage external cost consultants and ensure deliverables align with project governance and reporting requirements.
- Support sourcing and tendering strategies in collaboration with project stakeholders.
- Attend regular contractor and stakeholder meetings, providing commercial insight and guidance.
- Develop and implement commercial processes, controls, and procedures in line with contractual obligations.
- Prepare and issue commercial correspondence.
- Maintain and update live commercial registers and reporting documentation.
- Provide recommendations for approval while maintaining governance controls.
Monthly Valuations / Invoicing
- Manage monthly valuation and payment cycles in line with financial deadlines.
- Undertake joint site walks with contractors and project teams to verify progress.
- Apply commercial due diligence to support valuation assessments and payment recommendations.
- Conclude subcontractor valuations and prepare payment recommendations.
- Prepare applications for payment with supporting documentation.
- Issue payment certificates where required.
Change Management & Cost Control
- Identify potential variations and assess cost, risk, scope, and programme impacts.
- Review contractor payment applications and verify claimed progress.
- Interpret drawings to assess scope changes and support pricing of variations.
- Maintain risk and opportunity registers with supporting cost narratives.
- Lead change control processes to ensure efficient close-out of upstream and downstream variations.
General Responsibilities
- Understand project buildability and programme sequencing, including alignment with P6 schedules.
- Proactively identify risks, delays, and constraints affecting project delivery.
- Review and interpret civil, structural, and architectural drawings and technical submissions.
- Liaise with design consultants, cost managers, commissioning teams, and project leadership.
- Use measurement software such as Bluebeam (or equivalent) to measure and mark up drawings.
Health, Safety & Environment
- Promote and maintain strong HSE standards at all times.
Documentation & Reporting
- Manage commercially sensitive information with strict confidentiality.
- Maintain accurate commercial records, live registers, and financial reports.
- Ensure documentation is stored in accordance with project document control systems, including platforms such as Microsoft SharePoint.
Required Qualifications & Experience
Essential
- Quantity Surveyor with proven experience managing CSA and MEP subcontractor accounts on major construction projects.
- Strong commercial and contractual awareness.
- Thorough understanding of claims management and dispute mitigation.
- Advanced Microsoft Excel skills, including rapid analysis and presentation of commercial data.
- Strong understanding of tendering and contract formation processes.
- End-to-end experience managing change control, valuations, and payment processes.
- Strong cost control, forecasting, budgeting, and financial reporting capabilities.
- Excellent attention to detail and reporting accuracy.
- Ability to manage multiple workstreams and prioritise effectively.
- Experience with estimating, measurement, and benchmarking.
- Proven ability to work independently and provide solutions proactively.
- Experience working on high-value CapEx projects.
- Experience operating on both client-side and contractor-side environments.
- Strong technical understanding of civil engineering, structural systems, building envelopes, finishes, and construction methodologies.
- Ability to interpret architectural and structural drawings, including BIM models.
- Excellent communication, leadership, and contractor management skills.
- Strong understanding of sequencing, constructability, and site logistics.
Desirable
- Experience within hyperscale or colocation data centre environments.
- Proficiency in measurement software such as Bluebeam.
- Familiarity with FIDIC contract forms.
